V&igrave; vậy, c&aacute;c DN gặp nhiều kh&oacute; khăn khi t&igrave;m kiếm tr&ecirc;n thị trường quốc tế để khai th&aacute;c h&agrave;ng chạy giữa c&aacute;c cảng nước ngo&agrave;i. C&aacute;c DN cho rằng, vận tải biển giữa c&aacute;c cảng nước ngo&agrave;i l&agrave; vận tải quốc tế v&igrave; vận tải biển giữa c&aacute;c cảng nước ngo&agrave;i kh&ocirc;ng c&oacute; chặng nội địa n&ecirc;n kh&ocirc;ng thể l&agrave; vận tải nội địa. C&aacute;c hợp đồng vận tải giữa c&aacute;c cảng của nước ngo&agrave;i được k&yacute; với c&aacute;c tổ chức, c&aacute; nh&acirc;n nước ngo&agrave;i, kh&ocirc;ng k&yacute; với tổ chức, c&aacute; nh&acirc;n VN v&agrave; thu được nguồn ngoại tệ cho đất nước.&nbsp;<\/p>\n\nC&aacute;c DN cũng khẳng định, kh&ocirc;ng như lĩnh vực thương mại v&agrave; dịch vụ kh&aacute;c c&oacute; thể tạm ngừng hoạt động kinh doanh, C&ocirc;ng ty vận tải biển phải đầu tư vốn rất lớn để mua, thu&ecirc; phương tiện m&agrave; phần lớn vốn đi vay ng&acirc;n h&agrave;ng, chịu rủi ro cao. Việc kh&ocirc;ng được khấu trừ thuế GTGT đầu v&agrave;o c&agrave;ng tạo th&ecirc;m kh&oacute; khăn cho c&aacute;c DN vận tải biển. C&aacute;c DN vận tải kiến nghị cho ph&eacute;p c&aacute;c DN vận tải biển được khấu trừ số thuế GTGT của h&agrave;ng ho&aacute;, dịch vụ mua v&agrave;o sử dụng cho hoạt động vận tải giữa c&aacute;c cảng nước ngo&agrave;i từ ng&agrave;y 1\/1\/2011 đến trước ng&agrave;y 1\/3\/2012.<\/p>\n\n<h3>Hướng xử l&yacute; của Bộ T&agrave;i ch&iacute;nh<\/strong><\/h3>\n\nTrước kiến nghị của c&aacute;c DN, Bộ T&agrave;i ch&iacute;nh đ&atilde; căn cứ c&aacute;c Quy định về vận tải quốc tế: Tại điểm d khoản 1 Điều 6 Nghị định số 123\/2008\/NĐ-CP của Ch&iacute;nh phủ c&oacute; quy định về vận tải quốc tế được &aacute;p dụng thuế suất 0% như sau: &ldquo; Vận tải quốc tế quy định tại khoản n&agrave;y bao gồm vận tải h&agrave;nh kh&aacute;ch, h&agrave;nh l&yacute;, h&agrave;ng ho&aacute; theo chặng quốc tế từ VN ra nước ngo&agrave;i hoặc từ nước ngo&agrave;i đến VN. Trường hợp, hợp đồng vận tải quốc tế bao gồm cả chặng vận tải nội địa th&igrave; vận tải quốc tế gồm cả chặng nội địa&rdquo;. Căn cứ quy định tr&ecirc;n th&igrave; hoạt động vận tải biển giữa c&aacute;c cảng nước ngo&agrave;i chưa được quy định thuộc hoạt động vận tải quốc tế được &aacute;p dụng thuế suất 0%.<\/p>\n\nVề phạm vi điều chỉnh, tại Điều 3 Luật thuế GTGT c&oacute; quy định về đối tượng chịu thuế &ldquo;H&agrave;ng h&oacute;a, dịch vụ sử dụng cho sản xuất, kinh doanh v&agrave; ti&ecirc;u d&ugrave;ng ở VN l&agrave; đối tượng chịu thuế gi&aacute; trị gia tăng, trừ h&agrave;ng ho&aacute;, dịch vụ kh&ocirc;ng chịu thuế quy định tại Điều 5 của luật&rdquo;. V&igrave; vậy, hoạt động vận tải biển giữa c&aacute;c cảng nước ngo&agrave;i kh&ocirc;ng thuộc phạm vi chịu thuế GTGT tuy kh&ocirc;ng được quy định nằm trong nh&oacute;m đối tượng kh&ocirc;ng chịu thuế tại Điều 5.<\/p>\n\nVề dịch vụ xuất khẩu được &aacute;p dụng thuế suất 0%, tại điểm b khoản 1 Điều 6 Nghị định số 123\/2008\/NĐ-CP về dịch vụ xuất khẩu &aacute;p dụng thuế suất 0% quy định: &ldquo;Đối với dịch vụ xuất khẩu bao gồm dịch vụ cung ứng trực tiếp cho tổ chức, c&aacute; nh&acirc;n ở nước ngo&agrave;i hoặc ở trong khu phi thuế quan. Tổ chức ở nước ngo&agrave;i l&agrave; tổ chức kh&ocirc;ng c&oacute; cơ sở thường tr&uacute; tại VN, kh&ocirc;ng phải l&agrave; người nộp thuế GTGT tại VN. C&aacute; nh&acirc;n ở nước ngo&agrave;i l&agrave; người nước ngo&agrave;i kh&ocirc;ng cư tr&uacute; tại VN, người VN định cư ở nước ngo&agrave;i v&agrave; ở ngo&agrave;i VN trong thời gian diễn ra việc cung ứng dịch vụ. Tổ chức, c&aacute; nh&acirc;n trong khu phi thuế quan l&agrave; tổ chức, c&aacute; nh&acirc;n c&oacute; đăng k&yacute; kinh doanh v&agrave; c&aacute;c trường hợp kh&aacute;c theo quy định của Thủ tướng Ch&iacute;nh phủ&rdquo;. Điều n&agrave;y cho thấy, dịch vụ logistics c&oacute; &yacute; nghĩa quan trọng v&agrave; việc giảm chi ph&iacute; n&agrave;y sẽ g&oacute;p phần tạo lợi thế cạnh tranh cho h&agrave;ng h&oacute;a, dịch vụ của doanh nghiệp trong nước.<\/p>\n\nTốc độ tăng trưởng của ng&agrave;nh những năm gần đ&acirc;y đạt trung b&igrave;nh 20-25%\/năm v&agrave; hiện tại Việt Nam c&oacute; tr&ecirc;n 800 doanh nghiệp logistics đang hoạt động với quy m&ocirc; kh&aacute;c nhau. Tiềm năng ph&aacute;t triển dịch vụ logistics c&ograve;n to lớn hơn nữa khi kim ngạch thương mại Việt Nam được xem l&agrave; c&oacute; mức tăng nhanh nhất trong khu vực với tốc độ gần 18 - 20%\/năm v&agrave; kim ngạch đạt gần 130 tỷ USD \nTheo Ng&acirc;n h&agrave;ng Thế giới, năm 2009 Việt Nam xếp thứ 53 tr&ecirc;n thế giới v&agrave; thứ 5 trong Hiệp hội c&aacute;c Quốc gia Đ&ocirc;ng Nam &Aacute; về hiệu quả hoạt động dịch vụ logistics. Tuy nhi&ecirc;n đ&acirc;y l&agrave; điều kiện cần nhưng chưa đủ.<\/p>\n\n<h2>C&ograve;n nhiều hạn chế<\/strong><\/h2>\n\nCũng như c&aacute;c nước đang ph&aacute;t triển trong khu vực, c&aacute;c doanh nghiệp logistics của Việt Nam chủ yếu l&agrave; c&aacute;c doanh nghiệp vừa v&agrave; nhỏ, việc li&ecirc;n kết, hợp t&aacute;c giữa c&aacute;c doanh nghiệp c&ograve;n yếu ; nguồn nh&acirc;n lực cũng rất hạn chế v&agrave; chưa được đ&agrave;o tạo một c&aacute;ch b&agrave;i bản. Quan trọng hơn, ng&agrave;nh logistics vẫn chưa tạo được h&agrave;nh lang vận tải đa phương thức để đ&aacute;p ứng nhu cầu trung chuyển h&agrave;ng h&oacute;a chất lượng cao của c&aacute;c nh&agrave; xuất nhập khẩu.<\/p>\n\nNgo&agrave;i ra, ch&iacute;nh hệ thống giao th&ocirc;ng kh&ocirc;ng đồng bộ, chất lượng dịch vụ k&eacute;m đ&atilde; khiến cho cước ph&iacute; vận chuyển của Việt Nam cao nhất Đ&ocirc;ng Nam &Aacute;. Việt Nam lại thiếu c&aacute;c cảng nước s&acirc;u, cảng trung chuyển, c&ocirc;ng nghệ bốc xếp tại nhiều cảng vẫn c&ograve;n th&ocirc; sơ n&ecirc;n năng suất chưa cao. Kho b&atilde;i cũng chưa được đầu tư x&acirc;y dựng theo chuẩn quốc tế khiến kh&aacute;ch h&agrave;ng e ngại khi chọn Việt Nam l&agrave;m điểm trung chuyển.<\/p>\n\nTổng Gi&aacute;m đốc C&ocirc;ng ty ATL (Trade &amp; Logistics) Ruby Ngọc cho biết, l&agrave;m logistics ở Việt Nam hạn chế nhất l&agrave; giao th&ocirc;ng đường bộ. Việc giao nhận lu&ocirc;n gắn liền với tốc độ thời gian v&agrave; đ&oacute; cũng ch&iacute;nh l&agrave; uy t&iacute;n của doanh nghiệp. Tuy nhi&ecirc;n, doanh nghiệp kh&ocirc;ng thể chủ động thời gian được v&igrave; giao th&ocirc;ng phụ thuộc v&agrave;o cơ sở hạ tầng của cả x&atilde; hội. Bởi vậy, c&aacute;c doanh nghiệp chỉ cố l&agrave;m sao hạn chế mức thấp nhất những lần giao h&agrave;ng chậm. \nTheo Cục H&agrave;ng hải Việt Nam (Bộ Giao th&ocirc;ng Vận tải), lĩnh vực quan trọng nhất trong logistics l&agrave; vận tải biển. Hiện c&oacute; đến 90% h&agrave;ng xuất nhập khẩu của Việt Nam được vận chuyển bằng đường biển. Việt Nam c&oacute; nhiều doanh nghiệp dịch vụ logistics nhưng đa phần l&agrave; doanh nghiệp nhỏ, chỉ dừng lại ở vai tr&ograve; cung cấp dịch vụ vệ tinh cho c&aacute;c h&atilde;ng nước ngo&agrave;i trong chuỗi hoạt động như l&agrave;m thủ tục hải quan, cho thu&ecirc; phương tiện vận tải, kho b&atilde;i&hellip;. \nC&oacute; thể n&oacute;i cơ sở hạ tầng, đặc biệt hạ tầng giao th&ocirc;ng l&agrave; nền tảng, l&agrave; tr&aacute;i tim, mạch m&aacute;u của hoạt động logistics. Vấn đề n&agrave;y đ&ograve;i hỏi c&aacute;c nh&agrave; quy hoạch phải c&oacute; một tầm nh&igrave;n, định hướng đ&uacute;ng đắn v&agrave; đặc biệt l&agrave; Ch&iacute;nh phủ cần quan t&acirc;m đầu tư cơ sở hạ tầng để ng&agrave;nh logistics ph&aacute;t triển đ&uacute;ng tầm. B&ecirc;n cạnh những hạn chế về hạ tầng giao th&ocirc;ng, ở Việt Nam vẫn c&ograve;n vắng b&oacute;ng c&aacute;c doanh nghiệp logistics lớn c&oacute; khả năng đảm đương được to&agrave;n bộ c&aacute;c kh&acirc;u trong chuỗi cung ứng logistics, do đ&oacute; nguồn lợi to lớn từ loại h&igrave;nh dịch vụ tổng hợp n&agrave;y vẫn tiếp tục chảy v&agrave;o t&uacute;i c&aacute;c doanh nghiệp nước ngo&agrave;i.<\/p>\n\n<h2>Những t&iacute;n hiệu vui<\/strong><\/h2>\n\nĐầu th&aacute;ng 1\/2010, Ch&iacute;nh phủ đ&atilde; ph&ecirc; duyệt quy hoạch chi tiết đường bộ cao tốc Bắc Nam ph&iacute;a đ&ocirc;ng, nối từ H&agrave; Nội đến Cần Thơ (khoảng 1.811 km) để n&acirc;ng cao năng lực vận tải Bắc-Nam, bổ sung cho tuyến quốc lộ 1A v&agrave; 1B hiện tại.
